The cosmic dreamspeaker is only tangentially related to a traditional dragon speaker. The cosmic dreamspeaker believes that all of reality is contained within the mind of a cosmic dreamer, that everything that ever has or ever will exist is naught but transient dream stuff born from the fitful slumber of a godlike being referred to as the Cosmic Dreamer.
Cosmic dreamspeakers believe in the power of mind, using sheer force of will to modify the dream around them. They do this by tapping into psionic potential, which they simply call lucid dreaming. In exchange, they abandon the concept of a dragon patron entirely and the arcane might such a patron grants.
Role
A cosmic dreamspeaker primarily fills a support role, much like the dragon speaker; however, the lack of a powerful breath weapon significantly limits the amount of damage a cosmic dreamspeaker can produce. Conversely, the addition of useful manifesting abilities in the place of dragonpacts gives the cosmic dreamspeaker greater flexibility as a support caster or long-range blaster than a dragonspeaker. They retain the ability to be effective melee combatants as well.
Abilities
Constitution remains important, but Charisma is the most important ability for a cosmic dreamspeaker. Charisma determines their manifesting ability as well as the save DCs of their other special abilities. Strength is only important as a secondary ability, as it is much less useful for a cosmic dreamspeaker than for the standard dragon speaker.

Class Skills (4 + Int modifier per level): Athletics, Intimidate, Perception, Persuasion, Profession, Psi Lore, and Insight
Starting Wealth: Average (2d6 × 10 gp, Average 70 gp)
Class Features
A Cosmic Dreamspeaker does not gain the Dragon Patron, Draconic Arcana, Breath Weapon, Draconic Blessing, Dragonblood Inheritance, Draconic Resolve, Dragonpact, and Extended Breath Range class features.
Lucid Dreamer
Each cosmic dreamspeaker learns to manipulate the cosmic dream, becoming a lucid dreamer. A cosmic dreamspeaker gains a psionic manifester level equal to her class level.
The save DC for any of the cosmic dreamspeaker’s supernatural abilities is equal to 10 + 1/2 her class level + her Cha modifier, unless otherwise stated.
A cosmic dreamspeaker gains Wild Talent as a bonus feat.
A cosmic dreamspeaker is not able to take Draconic Feats unless she gains Dragon Bloodline from another source.
This ability replaces Dragon Patron and Draconic Arcana.
Psionic Aura
By channeling her psionic might to modify the cosmic dream, the cosmic dreamspeaker can form an aura of power. At 1st level, a cosmic dreamspeaker knows one psionic aura granted by her psionic node (see below) plus one additional draconic aura of her choice. She can choose to manifest any aura she knows as a swift action.
Her psionic auras can affect all creatures within 30 feet, including the cosmic dreamspeaker. Benefits only affect a cosmic dreamspeaker’s allies, including herself, while penalties instead affect her enemies. She may define any creature within her aura as an ally, enemy, or neither (making them unaffected by her auras) as she chooses.
A cosmic dreamspeaker’s draconic element for the purpose of resolving her psionic auras is the same as her active element. This does not apply to any other abilities that use draconic element.
An aura remains in effect until the cosmic dreamspeaker dismisses it as a free action or she becomes unconscious or is slain.
The cosmic dreamspeaker’s aura bonus begins at +1 and increases by 1 for every class five levels she has.
A cosmic dreamspeaker may have two auras active at the same time at level 7, three active at level 12, and four at level 17. Each aura requires a separate action to project or change.
This ability replaces Draconic Aura.
Psionic Nodes
Each psionic node represents some aspect of reality within the cosmic dream, and gaining control over a node gives a cosmic dreamspeaker some measure of control over that aspect.
At 1st level, a cosmic dreamspeaker gains one psionic node, including that node’s granted ability and psionic aura. She adds the powers from her psionic node to her class list and can select from these powers when she gains a power known.
A cosmic dreamspeaker gains additional psionic nodes (including granted ability, psionic aura, and powers added to her class list) at 6th, 11th, and 16th level.
This ability replaces Dragonpact.
Psionic Manifesting
A cosmic dreamspeaker manifests psionic powers which are drawn from her psionic nodes. Her key ability score is Charisma.
To learn or manifest a power, a cosmic dreamspeaker must have a Charisma score of at least 10 + the power’s level. The Difficulty Class for saving throws against her psion powers is 10 + the power’s level + her Charisma modifier.
A cosmic dreamspeaker’s manifester level is equal to her class level. She can manifest any power that has a power point cost equal to or lower than her manifester level.
Power Points/Day
A cosmic dreamspeaker’s ability to manifest powers is limited by the power points she has available. Her base daily allotment of power points is given on Table: The Cosmic Dreamspeaker. In addition, she receives bonus power points per day if she has a high Charisma score.
Powers Known
A cosmic dreamspeaker begins play knowing only the 0-level psionic talent offered by her first psionic node.
At 2nd level, she gains one 1st-level power from her psionic node. She unlocks the knowledge of a new power at every even numbered level thereafter.
A cosmic dreamspeaker simply knows her powers; they are ingrained in her mind. She does not need to prepare or access them in the way that some spellcasters must, though she must gain the benefits of a Long Rest each day to regain all her spent power points.
Maximum Power Level Known
At 2nd level, the cosmic dreamspeaker has the ability to learn 1st-level powers. As she attains higher levels, she may gain the ability to master more complex powers.
Psionic Talents
0-level powers, known as psionic talents, have some special rules associated with them.
As long as the cosmic dreamspeaker maintains psionic focus, she may use her psionic talents at will and manifest them without spending any power points. Alternatively, if she does not have psionic focus or simply chooses to do so, she may spend 1 power point to manifest a talent.
If the talent has a duration longer than instantaneous, she can have only one such talent active at a time. Manifesting a second automatically dismisses the first. Talents manifested using a power point do not have this limitation.
If a talent can be augmented, the cosmic dreamspeaker must pay the augment cost, regardless of which method she uses to manifest the talent.
When a cosmic dreamspeaker gains access to a psionic node, she immediately learns any 0-level psionic talents offered by that node. This does not count against her total powers known.
Dreamgift
Harnessing the power of the dream changes a cosmic dreamspeaker physically, granting her unusual benefits. Each time a cosmic dreamspeaker gains dreamgift, she gains a bonus psionic feat. She must meet the prerequisites of the feat she chooses.
This ability replaces Draconic Blessing.
Psionic Meditation
At 3rd level, a cosmic dreamspeaker gains Psionic Meditation as a bonus feat, even if she doesn’t meet the prerequisites.
This ability replaces Dragonblood Inheritance.
Energy Resistance
A cosmic dreamspeaker of 4th level gains energy resistance 10 to her Active Energy Type. This stacks with any energy resistance she may have from her race but not from items, spells, or other effects.
At 8th level and every 4 levels thereafter, this energy resistance increases by 5 points.
This modifies the standard Energy Resistance ability.
Commune with Cosmic Dreamer
Beginning at 9th level, a cosmic dreamspeaker gains the ability to telepathically tap into the subconscious of the Cosmic Dreamer to ask questions directly. This functions as the commune spell, but the cosmic dreamspeaker is limited to asking only one question per three class levels. This ability may be used once per week.
This ability replaces Commune with Dragon Patron.
Cosmic Dreamspeaker and Prestige Classes
Unlike a standard dragon speaker, a cosmic dreamspeaker gains no benefit from classes that advance arcane spellcasting. Classes which progress psionic manifesting give their normal benefits to a cosmic dreamspeaker and also grants new auras known.
