Roving Arbiter

A roving arbiter travels the world seeking wrongs to make right, usually through force of arms. They style themselves as judge, jury, and executioner, though they don’t always have the authority or legal jurisdiction to do so. Roving arbiters usually hold themselves above the law, ascribing their actions as directed by a higher authority, often a deity or nebulous ideal of Good triumphing over Evil.

Roving arbiter’s rely heavily on their zealous beliefs and the power of their smite attacks. Whether or not the target of their ire is susceptible to their smite attack is all the justification most roving arbiters need to continue their personal crusade against any who stand against them.

Smite makes right.

Class Features

Weapon and Armor Proficiency

A Roving Arbiter gains no proficiency with any type of weapon, armor, or shield.

Potent Smite

At 1st level, a roving arbiter adds his class level as bonus on the attack roll when making a smite attack. He only gains this bonus once, even if using more than one type of smite on a single attack.

In addition, levels in roving arbiter stack with levels in all other classes to determine smite damage. For example, a Paladin 1/Cleric 3/Roving Arbiter 1 with the Destruction domain would Smite Evil as a 2nd-level paladin and use the Destruction domain’s smite ability as a 4th-level cleric. This bonus cannot make the roving arbiter’s effective level for any class higher than his total Hit Dice.

Zeal

Starting at 2nd level, a roving arbiter’s zeal for his cause fills him with power. At the start of each day, he gains a number of points of zeal equal to his class level plus his Charisma bonus (minimum 1).

Extra Smiting

If the roving arbiter possesses a smite ability with limited uses per day, such as the Destruction domain’s smite ability, he may spend 2 points of zeal as a free action to use that smite ability without consuming a daily use, even if he has no daily uses of that smite ability remaining.

Unbound Smite

A roving arbiter can spend a point of zeal when making a smite attack to remove any restrictions on that attack, allowing the smite effect to apply to any creature (this is addition to the normal cost for using a smite attack). For example, a Paladin could use Smite Evil against a creature that isn’t evil or a Soldier of Light could smite a creature that isn’t undead.

If your smite ability can already affect all creature types, such as the smite power of the Destruction domain, then this ability provides no benefit.
