Two black horns curl up from either side of the Fallen’s head, the tips tinged with a deep red.
Once per round as a free action, the entitled may conjure and direct a black feather to unerringly strike a creature within close range (25 t. + 5 ft./2 veilweaver levels). This action does not provoke an attack of opportunity. Creatures struck by the black feather find it painful and hard to remove, requiring a move action to pull the feather from their body. A creature may have any number of feathers from this veil embedded in them.
While at least one feather from this veil is embedded into a creature, that creature takes a –1 penalty on attack rolls and suffers a 10% arcane spell failure chance. (This does not stack with the arcane spell failure chance from wearing armor.) Additional feathers do not increase these penalties.
Essence
Each point of essence invested in this veil increases the penalty to attack rolls by 1 and the spell failure chance by 10%, up to a maximum penalty of –5 and spell failure chance of 50%.
Every two points of essence invested in this veil inflicts a cumulative –1 penalty to a creature’s AC when they are impaled by one or more feathers.
Chakra Bind (Headband)
While bound to the Headband chakra, this entitled can unleash a swarm of black feathers upon their foes.
As a swift action, the entitled may launch a barrage of feathers in either a 30-foot cone or a 15-foot burst centered on themselves. Each enemy caught within the area is unerringly struck by a black feather.
Finally, a weapon of the entitled’s choice also gains the Unholy weapon special ability (this effect ends and the end of the entitled’s turn if the weapon leaves their grip). The entitled can change which weapon gains this benefit by focusing on a new weapon as a full-round action.
Chakra Bind (Body)
While bound to the Body chakra, the entitled sprouts two great birdlike wings of obsidian colored feathers. The entitled gains the ability to fly with good maneuverability at twice their base land speed.
Whenever a creature removes a black feather, they take 1 point of bleed damage, which stacks with any other bleed damage caused by removing feathers.
The entitled can unleash a barrage of feathers as a swift action, exactly as the Headband bind of this veil. As a move action, the entitled can tear all the black feathers from an existing target, inflicting bleed damage for removing feathers.
In addition, all weapons the entitled wield gain the Unholy weapon special quality, and the entitled can apply this ability to any weapon they wield as a free action on their turn.
