Exceptionally powerful beings with innate magic are capable of forming magical pacts with lesser creatures. Although there is some cost to the patron, these minimal costs are far outweighed by the benefits the patrons gain from their pact-bound servants.
Only the most powerful of being can offer spellpacts, such as ancient wyrm dragons or the mightiest of fey. Lesser beings lack both the power and knowledge to offer spellpacts.
